Development of strategy and implementation roadmap for apprenticeship program

Context

Lesotho achieved solid economic growth over the past several years through attracting FDI businesses to the textile garments manufacturing and exports. The GoL is now focussed on the diversification of the country’s economy. This means growth in all sectors particularly those that are the country’s comparative advantage. However, this growth has so far been seriously challenged by, among others, the considerable mismatch between the skills and knowledge graduates of universities and higher learning institutions come out with and the needs of industry and businesses.

Objectives

The objective is to study and design an institutionalized apprenticeship program.

DSI services provided

  • Assess the relevance of the curricula the universities and higher learning institutions currently use;
  • Determine the interests of industry and businesses to engage in an apprenticeship program and their views on how the program should be organized;
  • Assess any contingent costs that may be necessary for the introduction and subsequent sustainability of the program;
  • Describe the roles of all the tripartite partners in the apprenticeship program;
  • Prepare a strategy for organizing a tripartite agreement between universities, industry and relevant government ministries to formulate the modus operandi of the apprenticeship program;

Prepare an implementation roadmap, clearly defining ownership and roles to be played by the tripartite partners;

Results

Production of a report presenting the development strategy.
