DS Institute is an independent think tank and applied research institute for sustainable development and economic growth.
With 10 years of spreading «a new vision for development», CESS Institute has been transformed into DS Institute. The new mission of DS Institute is to support countries in «achieving an inclusive and sustainable development for all».

DS Institute’s approach is based on best international practices and standards for Managing for Development Results (MfDR) and development project management.
DS Institute, thanks to its flexible organizational structure, is able to focus fully on any country’s specific needs and to provide it with all the support required to achieve its development objectives.
DS Institute guarantees that its experts have both comprehensive academic backgrounds and longstanding field experience. Thus, the Institute can ensure a continuous transfer of knowledge to a country’s public and private administrations both at the operational and theoretical levels.
Our Expertise
DS Institute has three main areas of expertise :

- technical assistance to countries and to the private sector to design and implement development projects and programs
DS Institute implements its expertise by integrating the following three complementary fields:
Economic development projects/programs: We offer technical assistance for the design, implementation and also the monitoring and evaluation of poverty reduction programs/projects. Managing for development results (theory of change): We ensure that all of our assistance helps our clients to achieve sustainable changes in behaviour of the population. Information technology: We offer technical assistance to support our clients in the design and implementation of secure computerized management systems.
Our Staff
Our experts and researchers have at least 10 years of professional experience, working with governments, civil societies, non-governmental organizations (NGO), bilateral (AFD, CIDA, SIDA, KfW,…) and multilateral agencies (World Bank, African Development Bank, UNDP, ACBF, WAEMU,…), and private firms, as well as in academia.
The theoretical and practical knowledge of our experts allows them to address poverty reduction and development issues via a multidimensional approach.
Dr. Gaston GOHOU holds a PhD in Economics and a Master’s in International Economics and Econometrics from the University of Maryland at College Park, USA. He also holds a Master’s in Applied Mathematics from the University of Abidjan and a Master’s in Statistics and Applied Economics (ISE) from ENSEA of Abidjan in Cote d’Ivoire.

Mrs Aimée USANASE Holds a master’s degree of Business Law (LLM), from the University of Rwanda, a master’s degree of Project Management from the University of Quebec, a Diploma in Governance and Leadership, and a Diploma in Internet Governance and E-procurement. Mrs USANASE is a senior Legal, Gender and Project management expert with more than 15 years of professional experience.

Prof. Charles N’CHO-OGUIE is an Emeritus Professor of Economics at the University of San Francisco (USF). He holds a PhD in applied Economics, a master’s degree of Economics and a Master’s degree in Economics and Statistics from Stanford University, California, USA. Prof OGUIE has more than 35 years of experience in macroeconomic framework design, Macro econometric forecasting model. Prof N’CHO-OGUIE has worked for the World Bank and various African countries governments during the last 35 years. He is a first class macroeconomist with experience in more than 45 African countries. He is a special partner of DS Institute.

Mr FORI has more than 10 years of professional experience in Web Development and software development. Felix Badou FORI is an experienced Web Developer. He is knowledgeable in user interface, testing, and debugging processes and equipped with a diverse skill-set in design, installation, testing and maintenance of web systems. He is very familiar with technologies such as HTML, PHP, CSS, Javascript, etc.
Ragnimy G. Wilfried SONDO

SONDO Ragnimy Germain Wilfried holds a BAC+5 in Information Systems Engineering and has more than 4 years of experience in Web development, management of IT infrastructures for companies. SONDO Ragnimy Germain Wilfried has contributed to the development of intuitive, responsive sites, ERP and web applications with user-friendly features to facilitate the digitalization of processes within companies. Analyzing the existing, designing databases, developing and maintaining web applications are among the missions he had to carry.
He develops several web and mobile applications such as
an E-learning platform for a college, a web platform for collaboration and file hosting for a firm and the websites of client companies.
He is in charge of the design and development of a teleconsultation web platform accompanied by a mobile application.
Also, he was Technical Director of an IT service provider,
consultant at SOFT-AFRIQUE, where he will design and develop an ERP for players in the construction sector and a taxi reservation application.
He is the Director of IT System Development at DSI.
Mr. Sondo specializes in the design and development of solutions (Web and Mobile), database management and training.
