The Ministry of Development Planning of the kingdom of Lesotho, with the technical assistance of DS Institute, developed a comprehensive Economic Planners’ Manual (EPM). The new manual aims to guide Economic planner to better design economic development planning in the kingdom. The EPM contains the Ministry of Development Planning (MDP) processes and procedures for each stage of the planning cycle. It includes 11 chapters. Chapter 1 presents the context of the kingdom. Chapter 2 defines the planning process while chapter 3 summarizes the functions and role of the Ministry of Development Planning. The next four chapters (4-7) discuss the planning system in Lesotho (chapter 4), the national development plan (chapter 5), the sector development planning (chapter 6) and district planning process (chapter 7). The public sector investment approach is discussed in chapter 8. Chapter 9 presents the project cycle management. The last two chapters present the national budget process and the Monitoring & Evaluation. In addition, the Economic Planners’ Manual, DS Institute elaborated also a planner training manual to strengthen the capacity of the next planners. Finally, DS Institute developed the Tors and job description of the various level of economic planners. DS Institute presented the final manual during a Zoom validation conference on October 2nd 2020 to the Government of Lesotho.
